A proposal to keep daylight saving time year-round offers a simple promise: no more changing clocks. For homeowners, though, the bigger question is whether an extra hour of evening light is worth darker winter mornings.
Permanent daylight saving time could bring brighter evenings and darker mornings for homeowners across the United States. The effect would vary by location: Alabama, Florida and Texas could gain lighter evenings, while Maine, Michigan and Wisconsin could see later winter sunrises. The Sunshine Protection Act would end the twice-yearly clock changes—forward on the second Sunday in March and back on the first Sunday in November—by keeping daylight saving time in place year-round.
The change would not add daylight. It would shift an hour of it from the start of many winter days to the end, affecting heating, commuting, chores, security and time outdoors after work.
The proposal is not law
Most Americans move their clocks forward by one hour in March, then return to standard time in November. The Sunshine Protection Act would keep daylight saving time in place through winter rather than making the fall switch.

According to the House Energy and Commerce Committee and a Realtor.com analysis of the proposal, the legislation has cleared the U.S. House. It would still need Senate approval and a presidential signature to become law.
For now, homeowners do not need to change their routines. The proposal remains short of completing the federal process.
Where you live changes the deal
The national clock debate becomes more personal at the driveway, school drop-off line or early work commute. Permanent daylight saving time would affect households differently because sunrise and sunset already vary across states and within time zones.
Realtor.com cited Alabama, Florida and Texas as places where homeowners could get more usable evening daylight without the steepest winter-morning trade-off. In Maine, Michigan and Wisconsin, later winter sunrises could mean more days beginning in darkness.
The split is not simply north versus south. Homes near the western edge of a time zone generally have later sunrises than homes near the eastern edge. Year-round daylight saving time could be particularly disruptive on winter mornings in those western-edge communities.
For some households, the extra evening light could mean walking the dog, handling a lawn task or visiting a park after work. For others, it could mean darker commutes, darker school mornings and greater reliance on porch lights before sunrise.
Lower lighting use is not guaranteed savings
The basic financial argument for permanent daylight saving time is that brighter evenings could reduce indoor lighting use while people are awake. That could trim some electricity use, but it would not necessarily lower total utility bills.
Heating and cooling costs can outweigh any savings on lighting. Brandon Young, CEO of Payless Power in Fort Worth, Texas, told Realtor.com that dark, cold winter mornings under permanent daylight saving time could make furnaces work harder before sunrise.
Summer could bring the opposite pressure. More evening sunlight may keep homes warmer later, potentially causing air conditioners to run during high-demand periods.
The outcome would be specific to each household. Insulation, the age and efficiency of an HVAC system, smart scheduling and utility plans with peak-hour pricing could all affect the result.
Smart schedules may need a rethink
A permanent clock setting would eliminate the twice-yearly adjustment, but homeowners might still need to revisit automated routines. Thermostats, lighting, shades, sprinklers, security systems and appliance schedules could need changes to account for darker winter mornings.
Young recommended setting a smart thermostat to preheat a home 30 to 45 minutes before an alarm rather than heating it all night. Marcus Griswold, founder of Little Green Myths in Vallejo, California, told Realtor.com that closing doors and turning off heat in unused rooms can also help focus warmth where it is needed.
- Thermostats: Preheat shortly before wake-up rather than warming empty rooms overnight.
- Smart shades: Open them during sunny winter hours, then close them near sunset to help retain warmth.
- Smart bulbs: Use gradual sunrise settings in bedrooms, bathrooms and hallways to soften dark mornings.
- Appliances: Move laundry and dishwasher cycles outside peak utility hours when a time-of-use plan applies.
Those adjustments would not change the amount of winter daylight. They could help households manage energy use and make a darker start to the day feel less abrupt.
Evening light could reshape home life
The most direct benefit of a later sunset is extra usable time. Homeowners could have more daylight to water plants, mow, sweep a patio, clean gutters or make small repairs after work rather than squeezing those jobs into a weekend.
Young noted that landscaping schedules could still need attention. More evening daylight may help, but heat, watering restrictions and the needs of grass and plants would remain factors.
Visibility around a home could also improve during the hours residents return from work or school. Realtor.com noted that many crimes occur at night when it is dark outside, though additional daylight is not a replacement for locks, lighting, cameras or other basic security measures.
Brighter after-work hours could also put more people on porches, in yards, at parks and on neighborhood streets. That may matter to households that value outdoor time but have limited weekday daylight.
Home sellers could gain time
Permanent daylight saving time could also affect home showings. Buyers often tour properties after work, and brighter winter evenings could give them more time to see a home’s exterior and outdoor spaces in natural light.
That can help with details listing photos do not always resolve: landscaping, paint, walkways, decks, patios and outdoor lighting. Sellers may have a better opportunity to show how a property looks in the evening.
Still, the policy creates competing priorities. A buyer may welcome a bright evening showing while also considering a family’s darker morning commute or school routine.
Young cited a survey in which 84% of Americans said they need at least one day to adjust after a time change, while 29% said it takes at least one week. A permanent schedule could eliminate that twice-yearly disruption, but it would not change the reality of short winter days. The central trade-off remains: when is daylight most useful at home?
